Committees vs. Caucuses — What’s the Difference?
Committees are formal working groups established by the Board of Directors. They focus on specific functions such as legislative priorities, training, membership, and symposium planning. Committees have defined responsibilities and deliverables that directly support EMAT’s mission.
Caucuses are member-driven affinity groups organized around shared sectors, disciplines, or interests. They provide a collaborative space to discuss common challenges, share best practices, and elevate sector-specific perspectives within EMAT. Caucuses are less formal and designed to increase connection and representation across our diverse membership.

The Emergency Management Association of Texas is dedicated to the advancement of the field of emergency management both statewide and nationally. To that end, EMAT engages in an array of efforts to advance a statewide emergency management agenda and to promote the professional growth of the emergency management practitioner.
