EMERGENCY, SAFETY & HEALTH SERVICES DIVISION
Emergency Management Department
SALARY RANGE: $6175/month - $9881/month
JOB DUTIES:
Establishes, prioritizes, and manages activities associated with the Emergency Planning and Preparedness (EP&P) Section of the Emergency Management Department to ensure efficient and timely completion of assigned duties. Manages all aspects of the emergency planning, preparedness, response, and recovery program elements including implementing and documenting the technical planning bases (i.e., hazards survey, screening process, and assessment, emergency action levels, protective actions, and emergency planning zone); acquiring and maintaining resources (i.e., emergency facilities and equipment); providing and conducting training, drills, and exercises; establishing and maintaining an Emergency Response Organization; and developing criteria for categorizing and classifying, terminating, and recovering from an Operational Emergency. Interfaces with federal, State of Texas, and local agencies and organizations on a routine basis to integrate and coordinate emergency response activities. Coordinates the integration of program elements such as emergency medical support and emergency public information with appropriate site organizations. Supervises six to eight EP&P personnel in the performance of their duties.
KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of the U.S. Department of Energy (DOE) Comprehensive Emergency Management System, as defined in DOE Order 151.1C and related guides; knowledge of various computer applications, information, telecommunications technologies and interoperability techniques associated with emergency communications; and knowledge of chemical and radiological characteristics inherent to the technical planning bases. Demonstrated management and integration skills related to facilitation of site-wide program implementation with minimal personnel and effective interaction with off-site agencies and organizations. Demonstrated experience developing, reviewing, and revising Emergency Management Department documentation; demonstrated experience identifying and understanding customer needs and converting those needs into detailed work plans and technical actions; demonstrated experience consolidating, analyzing, and interpreting data for the purpose of process improvement and business and technical decision-making; demonstrated experience planning, coordinating, and monitoring various section-level responsibilities; demonstrated experience applying emergency management principles and complying with contractor requirements identified in DOE Order 151.1C and related guides, and demonstrated experience communicating clearly and effectively through the oral and written word.
EDUCATION & EXPERIENCE:
Bachelors' degree in Emergency Management combined with at least 9 years of related experience, or an equivalent combination of related education and experience. Reference: B&W Managerial Leveling Chart.
Applicants must meet the requirements of DOE Order 5480.20A (i.e., Bachelor’s degree in engineering or a related science, 2 years job-related experience and at least 1 year nuclear experience, or a DOE O 5480.20A alternative. Note: Entry-level positions without the authority to supervise, make independent decisions, or review and concur do not have to meet the job-related and nuclear experience requirement. Ref.
