The EMAT Board of Directors consists of twenty (20) members; 14 regional members, five at large members and one corporate member. The EMAT Executive Committee is selected from the current Board of Directors.

Sharon A. Nalls, CEM- President
Sharon Nalls joined the City of Houston Office of Emergency Management in June 1997 and assumed her current position of Emergency Management Coordinator in July 2003. As Emergency Management Coordinator, she serves as the City’s emergency management program manager. Sharon is the current President of the Emergency Management Association of Texas (EMAT), Chair of the Houston Urban Area Security Initiative (UASI) Health and Medical Committee, Vice Chair of the Houston Urban Area Security Initiative (UASI) Regional Collaboration Committee, and Vice Chair of the Harris County Citizens Corps Advisory Council. She is a member of the Board of Directors for the Regional Hospital Preparedness Council, a member of the International Association of Emergency Managers (IAEM), and a member of the Governor’s EMS and Trauma Advisory Council (GETAC) Disaster/Emergency Preparedness Committee.
Sean Hughes, CEM, TEM- Vice President
Sean has been in Public Safety for almost 30 years attaining the rank of Division Fire Chief. He is currently serving as the Emergency Management / Homeland Security Coordinator, for the City of North Richland Hills, Texas. Sean is currently holding certifications as a Master Firefighter, Master Fire Instructor, Master Arson Investigator and Master Peace Officer. He is also designated as a Chief Fire Officer (CFO) and Certified Emergency Manager (CEM) and Texas Emergency Manager (TEM). Sean holds a Bachelors Degree in Applied Arts and Science with focus in Criminal Justice, Fire Science and Emergency Management from the University of North Texas, and a Master of Science in Executive Leadership from Grand Canyon University. Sean belongs to many professional organizations and is very involved in many Fire Service, Emergency Management and Homeland Security organizations
Patricia Patton - Secretary
Patricia Patton is the Deputy Emergency Management Coordinator for Odessa/Goldsmith/Ector County, as well as Human Resources Director for Ector County. She has over 26 years of experience in County government and emergency management. Pat’s history with EMAT goes back to its inception when a group of emergency managers decided there was a need for validation, certification and professionalism in their career field. She currently serves as Secretary on the Board of Directors of the Emergency Management Association of Texas and Treasurer of the Texas Association of County Human Resource Professionals. Pat is a member of the Permian Basin Region’s Domestic Preparedness Advisory Council and has been appointed as the Director of the Permian Basin Multi-Agency Coordination Center or MACC. She is a past President and current member of the Ector County LEPC.
Darrell Toups, CEM, TEM- Treasurer
Darrell currently serves as the Emergency Management Coordinator for the City of Garland. After graduating with a Bachelor of Business Administration, and working as a Budget and Planning Analyst for the Sun Company in Dallas, Texas, Darrell became a firefighter and paramedic for the City of Garland. Darrell has brought hundreds of thousands of dollars of federal grant money to his jurisdiction, and supervises numerous programs and initiatives including: the Metropolitan Medical Response System, Continuity of Government and Continuity of Operations, Department of Justice Weapons of Mass Destruction Preparedness Exercises, Urban Area Security Initiative grants, and the National Incident Management System. Most recently, Darrell helped to design and open a new Emergency Operations Center in Garland. Darrell is a Certified Emergency Manager (CEM) by the International Association of Emergency Managers, as well as a Certified Texas Emergency Manager (TEM) by the Emergency Management Association of Texas.
Jamie Galloway- Sergeant at Arms
Jamie Galloway is currently serving as the Director of Emergency Services in League City, Texas. He has oversight of the Fire Dept., EMS, Fire Marshal and Emergency Management as his also the EMC. Jamie has 32 years of experience in emergency services. He had served with the City of Liberty FD for 20 years with Liberty 11 as the Fire Chief and EMC. Jamie has served on several committees in the past with GDEM and the Texas Commission on Fire Protection in which he has been re-appointed to the curriculum review committee for Fire Investigator. Jamie has also served on local boards in Liberty County as LEPC Chair and the American Red Cross. He is also a past President of the Texas Gulf Coast Emergency Management Association and received the Lou Harrell Award in 1995 for his accomplishments during the flood in SE Texas in 1994.
